Why was the Russian army near collapse by 1916?

Russia was not industrialized, short on food, guns, ammunition, clothes, boots, and blankets, they could not get supplies from the Allies because the Germans controlled the Baltic Sea

I am pretty sure it was the end of world was 1 and they spent so much money and sacrificed a lot of troops during the war that it didn't allow them to use as much money to resupply and get new soldiers etc.
