y-y1=m(x-x1)
where a point is (x1,y1)
and slope=m

slope of 2 points
(x1,y1) and (x2,y2) is
(y2-y1)/(x2-x1)

(-17,8) and (3,-2)
(x,y)

slope=(-2-8)/(3-(-17))=-10/(3+17)=-10/20=-1/2
y-y1=-1/2(x-y2)

can be
y-8=-1/2(x+17) or
y+2=-1/2(x-3)


2nd option is the answer
