plant cell: the whole cellular system as one
cell organelles: Basically taking apart the cell and determining which one's job is. (taking a look at the parts of that whole system individually)

A plant cell refers to the plant cell as a hole.
Cell organelles are organelles inside the cell.

So the difference between a plant cell and cell organelles, is cell organelles are inside the cell while plant cells refers to the hole cell.
