Why would it require greater force to start a refrigerator moving than to start a dog moving?

The refrigerator has more inertia (the tendency to stay at rest) than the dog. This would make it harder to move the refrigerator than the dog.

Because most refrigerators have greater mass than most dogs have, so greater force is required to achieve the same acceleration.
