I believe the answer is: B) The U.S. government should base foreign-policy decisions on the principles of equality and mutual understanding

In moral diplomacy, a foreign initiative should always be aimed for the benefit of all countries that are involved. In order to achieve this, mutual understanding on each other's situation is extremely needed in order to create a policy that is appropriate to address each problems.
