14 rolls for 12.32 because if you divide both deals the first one comes out to .97 and the second comes out to .88

You divide to get the unit price:
8.73/9 = .97 cents per roll
12.32/14 = .88 cents per roll

.88 is less than .97

Therefore 14 rolls for 12.32 is a better buy.
