CH4 has the lowest b.p. based on their polarities because donot have hydrogen bonding between their atoms.

The lowest of b.p. of those compounds is the methane (CH4).

You can predict it based on the polarities of the molecules.

H2O and CHCl3 have dipolar moment becasue the shape and the difference on electronetativities among the atoms that conform the molecules.

CH4 is perfectly simetrical then it is not polar.

The compound Se Cl2 does not exist. It might be SeCl4, which is also no polar given the symmetry of the molecule but its boiling point is higher becasue the atomes are heavier and bigger than the atoms in CH4.
