As such, the executive branch took quite a bit to develop, and much more to be given power. Because legislatures were elected by the people, regardless of who got to vote for them, it was believed that this branch of government, nationally and statewise, represented the will of the people. Therefore, Americans placed more trust on their state legislatures than they did on their executive branch representatives, and the state constitutions, emulating the U.S Constitution, placed more trust on this branch of government than in any other.
