In addition, the battle was lost so it couldn't provide confidence in answer A or C and the Emancipation Proclamation was created after the Battle of Antietam. Giving us the final answer of B.

up until this point the civil war was thought to be a "shooting war" (one which would end quickly) especially since the north had more and better resources (weapons, food, etc.), more people, stable and powerful government, etc. The confederacy winning the battle of Bull Run, however, proved to them that the Confederacy was stronger than thought and this totally changed their perspective, leading them to use the Anaconda Plan; the answer is B
