Roosevelt was convinced of the strategic importance of an interoceanic canal. After the failed negotiations with Colombia and the rejection of a channel by Nicaragua, Roosevelt decides to support the cause of the rebels in Panama, with the agreement that they would allow the construction of the Canal through its territory. Despite not signing the Hay-Bunau-Varilla treaty, Roosevelt pledged much of the US economic resources and time in the construction of the canal and appointed a suitable leader as General George Washington Goethals to administer and supervise the construction of the canal.
