Noah Webster wrote a series of essays in 1785 that are called “Sketches of American Policy”, in those essays Noah points the problems he saw in the Articles of Confederation. The main problem he pointed out was that under the Articles the states would retain sovereignty and continue to act as a nation and would work in their self-interest even if it meant harm to the nation as a whole.
