I have found the frequency table from another source. It is given as follows:

FREQUENCY TABLE:
G H TOTAL

E 12 11 23

F 14 8 22

TOTAL 26 19 45

A relative frequency table is obtained by simply dividing each cell by the overall frequency in the frequency table. In this case every cell would be divided by 45. The value of y in the problem refers to the cell in E and G, therefore y would just be:

12/45=0.27
