Atoms that have filled outermost energy levels are said to be inert or not reactive. The family of elements on the periodic table that have their outermost energy levels filled are the noble gases, hence noble gases are inert and or not reactive. They are unable to chemically interact with other elements to form chemical bonds through chemical reactions.
