How do I create a 3D Non-Paper Map of the Western Cattle Trails?

I have a project where I have to create a 3D map of the western cattle trails with using any material except paper. And they have to be labeled with the trail's name and begin and end in the correct locations.

For materials I would use clay or paper mâché. I've made a project like this before and those two materials work best.
