On earth, 1 kg = 9.8 = 2.2 lbs. On the moon, 1 kg = 1.6 n = 0.37 lbs.

They're never 'equal'. 1 kilogram is 1 kilogram everywhere. It weighs about 2.2 pounds on Earth, and it weighs about 0.37 pound on the moon. On the way between, if the rocket engines are not burning, it weighs nothing.
