The answer is “only those born on US soil”

The rights to vote had been constantly changed in the US. There several amendments made to allow people to vote regardless by their skin colour, gender and race. They have established that a person is given the right as long as the person is an American Citizen. People who are born in the US automatically become an American Citizen.
