Well first you have to solve the problem so let's solve together shall we?
4(3m+4)=2(6m+8)
12m+16=12m+16
12m+16−12m=12m+16−12m16=16
16−16=16−160=0
All real numbers are solutions
So the equation is true and has a solution so it would be an identity.

Is 4(3m+4)=2(6m+8) an identity or has no solution.
