I believe that generally employers will prefer to hire someone that has been referred to them by either some other employee, a business partner (including clients or suppliers) or university.

Whenever an employer hires some new employee, they can never be 100% that they will be good and efficient employees. No matter how many tests HRM develops, they will never be 100% accurate. One way to reduce that uncertainty is to hire someone that is referred to you by someone else that you trust.

It is like visiting a city and asking a total stranger about good restaurants, how can you be sure? You will always be more comfortable if your friends told you about good restaurants they've visited before.
