FALSE.
(Maturation will rather during the first years of life. Indeed, most of the neurons are not yet connected to each other when the child was born.)

The statement that when an infant is born, his brain structure is already complete and unchangeable is false. In contrast, the human brain undergoes the vast majority of its growth very early in life. Genetics has some influence over the brain and what white matter looks like, but other factors also have an influence.
