Subtract 2 on both sides
(2)/(3) x + 2 - 2 = - (2)/(9) -2

multiply 3/2 on both sides to isolate x
(2)/(3) x * (3)/(2) = - (16)/(9) * (3)/(2)

Simplify to get your answer
x = -(8)/(3)

Minus the 2 and multiply both sides by the reciprocal of 2/3 I think ...
