C = 1/10 * U
32 = 1/10 * U
32 / (1/10) = U
32 * 10 = U
320 = U <==== U.S. population is 320 million

OR
if Canada is 1/10 of the U.S., then the U.S. is 10 times that of Canada.
10 * 32,000,000 = 320,000,000 (320 million)
