the tenth can not be rounded because the zero is not big enough to round the five up

To the tenth:

4.506 the tenth digit is 5. The digit after that is 0. The 0 is not up to 5. So the 5 in the tenth place remains the same.

≈ 4.5 to the nearest tenth
