Many places in the Middle East are basically a desert- especially Saudi Arabia, but also other places. Deserts are typically dry, so the biggest problem is a) general water scarcity.

This is also why the politics of controlling rivers and building dams is so important there - one country can effectively dry out another country if it controls the source of a river flowing into that country
