Well, total war is when a Nation's economy changes to match production of what is needed on the battlefield, so A seems like a possibility, however C does seem like a valid answer because that is a total all out war lol but I would choose A.

The one thing that made World War II "a total war" was the war effort required the American civilians to contribute. Civilians had to ration foods, posted war bond posters, and held drives for scrap, paper, etc. The correct answer is A.
