Political machines were difficult to break up because they created a cycle of favors for votes in elections.

Political Machines are hard to break up because they have a favorable system that benefits the ones in power in exchange for favors and that system are broken by the same political means that those in power use to maintain the Machine. Many, when trying to break up the Political Machine, end up being part of it.
