to protect the public safety, the government would most likely to : B. Set a curfew to prevent criminal activity.

When disaster strike (especially if it destroy the houses of local people), a lot of criminals will see this as an opportunity to loot the goods that probably brought out to the street because of the disaster.

To prevent this, a curfew is needed
