What was the primary reason khrushchev objected to the concept of "enemy of the people" ?

He believed that if the country deemed someone enemy of the people, it would be a political thing because of which people would not question whether or not the person actually was an enemy of the people. It would enable the corrupt government to do whatever they wanted.
