The answer was D, because Industrial Centers were powerful enough to supply goods for clusters of cities. Under Jefferson's presidency, crime didn't increase. Cities weren't found in just one state. What happened was he prioritized sea travel over land travel, because traveling by sea is faster (Unless you have to sail around something).
