I believe the answer is: D. a weak central government

In feudalism, the country is divided in to several areas controlled by lords. These lords had the right to impose their own law and posses their own military power. Because of this, it is very difficult for the central government to apprehend and control the lords, making it very weak and unable to united the areas when needed to.
