There exists a similar question where the underlined verb is the word "needs". This verb is in the form is indicative. Thus, the answer is letter C. This form is used to make factual statements or something that is happening currently.

Indicative

Indicative verbs are statements of fact. They say what is happening, what has happened, what will happen. In the sentence, needs is indicative because it is what needs to happen for the dogs to go out.

Subjunctive verbs are all about what would have happened. Imperative verbs are commands. Passive verbs show what is happening to the subject rather than what the subject is doing.
