The answer is B. because if you substitute the (4, 9) into the y+9=-4(x-4) it'll come out to 0=0. If you substitute the (1, 0) also it'll come out to 8=8.

y - y1 = m(x - x1)
slope(m) = -4
(4,-9)...x1 = 4 and y1 = -9
now we sub
y - (-9) = -4(x - 4)
y + 9 = -4(x - 4) <== ur answer
