slope of a line passing through a point is given by: y - y1 = m(x - x1); where (x1, y1) = (0, -4) and m = 3/2.
Therefore equation of the line is y - (-4) = 3/2(x - 0)
y + 4 = 3/2 x
2y = 3x - 8
2y - 3x = -8
