C. Ethnic and religious groups are blamed for the country’s problems.

For example, Adolf Hitler blamed the Jews for multiple issues occurring in Germany at the time in order to rise to power.

Good luck!

Hello!
The best example of an ethnic crisis that led to a totalitarian government is the german nazi. The war and economics problems plus the anti-jewish feeling, made the German a totalitarian country.

The identity problem is the answer. When a nation cannot be recognized by his nationality, a strong and violent government lays up.

Hugs!
