We have two inequations:
1)
8 m+4<12
8m<12-4
8m<8
m<8/8
m<1
2)
8m+4>-12
8m>-12-4
8m>-16
m>-16/8
m>-2
Solution: m<1 U m>-2; so -2<m<1
Answer: -2<m<1 or (-2,1)
To check: if m=0; -2<0<1; then [8*0+4]=4<12

I'm no expert, but due to the absolute value bars it seems that any number that's negative that is put in place of (m) would would be made positive because of the absolute value bars. I'm fairly sure the answer is that it's not possible.
