y = mx + b
We know that the slope m of the required line is 2/7, the reason being that the two lines must be parallel and therefore must have the same slope.
We can now write an interim equation:

y=(2)/(7)x+b
When the values of the given point, x=7 and y=3, are plugged into the interim equation we get:
3 = 2 + b
Therefore b = 1, and the required equation is:

y=(2)/(7)x+1
