IF the original question is 3x² + 14x + 16 = 0
THEN the answer is as follows:

3x² + 14x = -16
x(3x + 14) = -16

x = -16
3x + 14 = -16

3x = -30
x = -3

Not sure where you are getting the fractions from, I assume it is because the equation was not represented correctly in your question.
