I think the answer is letter D. force the dependent South Vietnam to accept U.S. rule until it could establish independence from colonial rule and become an independent country

This was because the US was afraid that the whole Asia would withdraw from democracy and turn to communism. They had sent troops to continuously assist South Vietnam.
