The answer is: Central, North, and Northwestern Europe.

All of these regions were ex-terrorizes of the German empire (which in the pas considered to be one of the strongest empire in Europe).

After the empire fell, its region were separated and form their own countries. But the language and cultures that are used in the remnants still remain even until today.
