An atom consists of a positively charged nucleus that is surrounded by a cloud of negatively charged electrons. It is the electrons (specificly electrons in the outer shell) that govern the potential chemical reactions that can take please between different elements.

The subatomic particles or units inside the cell that is responsible for the potential chemical reactions among chemical species are the electrons. Since they are found outside the nucleus, it is actually easier for them to transfer from one atom to the other. They may be also shared between two compound.
