Considering that the treaty imposed military quotas regarding the size of the fleet and that it forced the US to reduce it's army size, the correct answer is probably taxpayers of all the nations involved. That would mean that the common people have to pay fewer taxes because army and the navy are usually built out of tax payers' money.
