Why does dry hydrogen gas have no effect on litmus? Is it because it's neutral?

Dry hydrogen gas has no effect on litmus paper. They are not acidic since they are dry or there are no free hydrogen ions. Litmus paper changes its color depending on the pH of the solution or the substance and pH is a measure of the concentration of hydrogen ions of the substance.
