Let y represent
the number of square yards
Let x the number of square feet.
Then y varies directly with x.
y = kx
where k is the constant of variation.
y = 3 yards^2
x = 27 feet^2
3 = k(27)
k = 3/27
k = 1 yard^2 /9 feet^2
So the constant of variation is 1 yard^2
/9 feet^2.
