Once a person has been drinking, they underestimate the risks of being on the road, and overestimate their ability to tolerate alcohol.
Taking alcohol can leave the frontal lobe of the brain which is responsible for logic and decision making to malfunction and "sleep" so to speak. It leaves it stunned for awhile that the person is unable to think and introspect clearly.
