With the British Reform Bill of 1867 the constitution gave voting rights to the city-workers, prior to this only male citizens over 21 years old who owned property could vote, this bill changed that and allowed for male citizens over 21 years old, that rented a property in the whole UNited Kingdom to vote, this immediately doubled the number of population with voting rights and allowed almost all working class men to vote.
