The answer is hunter-gatherers AND farmers
This types of economies are heavily reliant on where the Tribes live. If the tribes lives near the region with fertile soil and high amount of water source, then that tribes tend to be attracted to farming activities. If the tribes lives near a rain forest or rocky plains, then they will be more attracted to hunting-gathering
