The correct answer is A. the soil could have recovered its nutrients. Just took the test :)

Also, a lack of crop rotation wasn't the only factor that lead to the Dust Bowl, there were other factors such as extreme drought that lead to the Dust Bowl as well. (Possible reason why B. is incorrect)
