Why does it take Gulliver so long to explain stories of England to his master?

Gulliver has a hard time explaining stories of England to his master because his master cannot comprehend the existence of such a corrupt system. He cannot understand how England works and exists because it doesn't make any sense to him.

Why does it take Gulliver so long to explain stories of England to his master?
