The Enclosure Act meant that the land that was not previously owned by anyone, but which was often cultivated by the poorest, mostly for their own needs, was now distributed to the landowners

this means that
1) Rural poor lost their land. (even if it never really belonged to them legally)
2)Cheap labor flooded the urban areas. -those poor then left to the cities
