True. The 13th Amendment was a way for the government to grant the Blacks the rights to full citizenship. The amendment was aimed at abolishing slavery and force labor. The Senate passed this on April 8, 1864. However, many was opposed to this because they think this change violates the spirit of the constitution that it was not an amendment but a revolution.
