False. All behaviors do not occur only after conscious thoughts. According to Thomas Huxley, conscious thoughts don't do anything. This coincides with the modern view of this topic. Conscious thought is not the all-powerful controller of behavior. Moreover, the unconscious was more seen to be capable f guiding people on what to do.
